Chinye-EBS Evaluation Services, LLC (CEBS) – a Joint Venture was contracted by U.S. Department of Housing and Urban Development (HUD) to perform lead evaluation services in single family residences in support of Single Family Management & Marketing (M&M) Program in Atlanta Home Ownership Center (HOC) contract Area. This Contract Area includes 10 States and Puerto Rico, and the US Virgin Islands.

EBS and the JV partner provided the lead evaluation services in approximately 14,000 properties, with all delivery time meeting or exceeding the 6-business day performance requirement.

The purpose of this contract is to eliminate as far as practicable lead-based paint hazards in HUD-owned single family properties by conducting the following activities:

1. Visual assessments;
2. Lead-based paint inspections;
3. Paint Stabilization Plans for those properties found to have deteriorated lead-based paint;
4. Clearance examinations and certificates for those properties that have undergone stabilization.
